What is this PAS about?

The most effective way of ensuring pedestrians and vehicles move safely around a workplace is to provide separate pedestrian and vehicle traffic routes and, where necessary, implement barriers, rails and signage to prevent pedestrians crossing at dangerous places and to direct them to safer crossing points. This PAS sets out how workplaces can be made safer in respect of moving vehicles.

  • Applying traffic management procedures
  • Testing and measuring safety barrier performance
  • Manufacturing and distributing safety barriers

Why should you use this PAS?

Whenever you mix vehicles and pedestrians in the workplace, it increases the chance of an accident, so steps need to be taken to minimize the associated risks.

To help, PAS 13 outlines the current good practice traffic management procedures for a workplace and provides a standard for the safety barriers within them. It provides:

  • Recommendations for the impact resilience, dimensions and positions of safety barriers in the workplace
  • Guidelines on how to manage the risks associated with vehicles within the workplace
  • Criteria for testing the impact resilience of a barrier

NOTE: This PAS doesn’t cover:

  • Motorways, highways, or public environments
  • An installation specification or an installation guide for collision protection/safety barriers
  • Crash protection regulations for working at height

Traffic and pedestrian routes do not cover stairs, staircases and fixed ladders.
