What is this PAS about?

PAS 2030 was revised in response to changes in UK legislation relating to energy efficiency, and to meet the evolving requirements of suppliers and users of energy efficiency measures. 

This revision was sponsored by BEIS Home Energy (formerly DECC) and supports ECO (the Energy Company Obligation) – the UK Government’s energy efficiency scheme to help reduce carbon emissions and tackle fuel poverty.

Who is this PAS for?

Any entity undertaking the installation of any products and/or systems designed to improve the energy efficiency of existing buildings. It will be essential to installers of energy efficiency measures and to certification bodies looking to assess PAS 2030 compliance. 

Why should you use this PAS? 

It specifies requirements for the installation of energy efficiency measures (EEM) in an existing building (not new build) and now includes definitive requirements for the design content to be inspected and validated by installers as well as the methods, processes and procedures to be employed in their installation, commissioning and handover.

It sets out requirements for the installation of energy efficiency measures (EEM) in existing buildings used for both dwelling and non-dwelling purposes. 

It includes:

  • Requirements in respect of installation processes, process management and service provision 
  • Criteria relating to installation methods, equipment and tools
  • Product or system and material suitability 
  • The commissioning of installed measures
  • The training, skills and competence of the people undertaking such installations

In addition, this edition includes information provided to help installers fulfil their responsibility to ensure the effective co-functioning of EEM installed in the same building.

NOTE 1: This PAS does not include requirements relating to the certification of PAS 2030 compliance by independent third parties, which is covered by PAS 2031:2017 developed in conjunction with this PAS.

The increased emphasis on the suitability of new installations for their host building is the first step in a new standards’ development programme intended to boost the effectiveness of EEM retrofits.
