What is BS EN 62115:2020 about?

This international standard covers the safety of electric toys in relation to their electrical function. Examples of electric toys within the scope of BS EN 62115:2020 are:

-        Constructional and experimental sets

-        Functional electric toys (i.e. often scaled down models that perform and are used in the same way as a product, appliance or installation intended for use by adults)

-        Electric toy computers

-        Doll’s houses having an interior lamp

Who is BS EN 62115:2020 for?

Qualified and experienced people who work with toys in the follow contexts:

  • Designers
  • Manufacturers and producers
  • Test houses
  • Importers and distributors of electric toys
  • Health and safety executives
  • Trading standards
  • Regulators
  • Buyers

Why should you use BS EN 62115:2020?

This standard reduces risks when playing with electric toys, especially those risks that are not evident to users.

It specifies safety requirements for toys that have at least one function dependent on electricity; electric toys being any product designed or intended, whether or not exclusively, for use in play by children under 14 years of age. Consideration has been given to reasonably foreseeable use, bearing in mind that children are not generally as careful as adults.

BS EN 62115:2020 only covers the safety aspects of electric toys that relate to an electrical function. It covers toys taking power from any source, such as batteries, transformers, solar cells and inductive connections.

While BS EN 62115:2020 applies to new toys, it nevertheless takes into account the wear and tear of toys in use. The hazards covered by the standard are:

-             Overheating

-             Resistance to heat and fire

-             Insulation strength and suitability

-             Resistance to accidental short circuit

-             Component failure

-             Hazardous operation

-             Incorrect power input

-             Moisture and water resistance

-             Mechanical strength

-             Constructional suitability

-             Component suitability

-             Optical radiation

NOTE: In order to comply with this standard, electric toys will also have to comply with BS ISO 8124-1 since it covers hazards other than those arising from the use of electricity.

What’s new about BS EN 62115:2020?

IEC published this revision sooner than anticipated in 2020. Subsequently CENELEC delayed publishing its version due to issues regarding HAS consultant assessments. In February 2020 BSI published the UK standard: BS EN 62115:2020. This second edition cancels and replaces the first edition published in 2003, Amendment 1 (2004) and Amendment 2 (2010). It constitutes a technical revision with the following changes:

a)       The general conditions for tests have been rewritten and modified

b)      The criteria for reduced testing have been modified

c)       Warnings for toys using button batteries or coin batteries have been added

d)      Warnings on ride-on toys have been added

e)      Requirements concerning accessibility of batteries have been updated

f)        Requirements to cover toys placed above a child have been added

g)       Requirements to cover toys connected to other equipment have been added

h)      Requirements for safety of toys incorporating optical radiation sources have been modified to include requirements for using the technical LED data sheet for checking compliance with the specified accessible emission limits

i)        Details for measurements of the optical radiation from the toy have been updated

j)        An informative Annex I concerning measurement methods for toys with an integrated field source generating EMF has been introduced

k)       A normative Annex J concerning safety of remote-controls for electric ride-on toys has been introduced
