PAS 54115:2015 Vaping products, including electronic cigarettes, e-liquids, e-shisha and directly-related products - Manufacture, importation, testing and labelling - Guide
Worldwide, 40,000 people a day are switching from tobacco to some form of vapour inhaler. And as the vaping market grows, so does the chance of unlicensed or rogue products being sold to the general public or to children.
To highlight the importance of safety and quality for consumers who wish to have access to vaping poducts (VP), PAS 54115 gives guidance for the manufacture, import, labelling, marketing and sale of VP, including electronic cigarettes, e-shishas and DIY e-liquid mixing kits. Among other things, the standard covers:
- Purity of e-liquid ingredients, potential contaminants from device materials and potential emissions from device operation.
- A test solution-liquid, and an outline for the toxicological and chemical analysis of emissions.
- Safety of batteries and chargers.
Note that this standard is not intended to cover: products licensed as medicinal products or medical devices; “heat not burn” or other tobacco products; wireless communication features built in to vaping devices; products which can be used in or as VP but which are sold for other purposes, such as food flavourings sold in supermarkets.
If you are a producer or distributor of VP, then PAS 54115 will help you to maintain the safety and quality of your products, and demonstrate the same to regulators. The standard will also benefit laboratories and organizations that test vaping products.
What is PAS?
A Publicly Available Specification (PAS) is a sponsored fast track standard driven by the needs of the client organisations and developed according to guidelines set out by BSI. Key stakeholders are brought together to collaboratively produce a BSI-endorsed PAS that has all the functionality of a British Standard for the purposes of creating management systems, product benchmarks and codes of practice.
In not more than two years from the date of publication a PAS is reviewed to determine whether amendment or revision is required or whether it should be considered for conversion to a formal British Standard.
