PAS 51215:2014 Energy efficiency assessment – Competence of a lead energy assessor specification
This Publication Available Specification (PAS) was sponsored by the Department of Energy & Climate Change (DECC). Its development was facilitated by BSI Standards Limited and it was published under licence from the BSI.
PAS 51215 specifies requirements for energy assessors to have the relevant level of competencies to enable them to conduct and/or sign-off on all energy assessments. Energy assessors selected for the task may be in-house experts or external energy assessors.
It is applicable to a lead energy assessor who might be working alone or leading an assessment team to complete an energy efficiency assessment. The energy efficiency assessment covered includes those to be carried out on a building or group buildings, industrial operations or installations and transport, which form a key part of an organization’s energy consumption.

Why was PAS 51215 developed?
The Energy Efficiency Deployment Office (EEDO) at DECC is developing a legal framework to ensure that large enterprises in the in the UK conduct energy assessments which meet the minimum requirements of the Energy Efficiency Directive 2012/27/EU.
Under the directive, all large enterprises in the UK outside SME status are required to have approved energy assessments before 5 December 2015. So that energy assessments are conducted, reviewed and/or approved by lead assessors with the relevant minimum level of competencies.
